Though he is brutal, practical, and coldly (and deadly) efficient in his tactics and goals, Monarch is not purposefully cruel or sadistic. He does what he feels is necessary, no matter what means are required, but does not go out of his way to inflict pain or misery.

Exusiai's Notes: So, when this story arc first started, it was supposed to turn out that Monarch was Captain Atom, there were even several clues to that in the story. And then it was leaked that it was indeed Captain Atom. So, DC decided to change it to Hawk. Dumbest. Idea. Ever. As a writer, I had an idea as to who should be in the armor, and for me, that was by far a much more menacing idea. Of course, I won't just give that information to anyone, they have to earn it. Hell, I may have to write it.
